PROBLEM

SOLUTION

In response to growing concerns by potential buyers that a building may be using more energy than its peers, ASTM recently published its new Building Energy Performance and Improvement Evaluation Standard E3224-19.

This new standard establishes a methodology to determine if a building is under-performing, i.e., consumes more energy than its peers.

For PCA professionals this creates an opportunity and a challenge.

The opportunity: it expands the scope of work. The challenge: how to comply without conducting an expensive energy audit.

The PCA-EPIC solution empowers PCA professionals to quickly determine if a building is under-performing vs. its peers. If the subject building is indeed underperforming, EPIC determines both the specific measures needed to bring energy performance in line with its peers and estimate the costs of these measure… all in real time. The results are summarized in a comprehensive report that can then be appended to the PCA consultants standard report.

What drives building energy efficiency improvements?

Market Forces

Under-performing Buildings

  • Higher operating costs
  • Lower net income
  • Lower valuation

Higher-performing Buildings

  • Lower operating costs
  • Higher net income
  • More competitive in the marketplace

Regulatory / Financial Considerations

3 State / 27 Local

governments have implemented building performance disclosure regulations

Over 67,000 Buildings

across the US have achieved LEED or Energy Star Certification

$46 Billion in 2017

Market Responds

Experienced PCA consultants will require access to multiple ever-changing databases including:

  • Energy consumption (by building type and climate zone)
  • Per cent saving formulae for different energy improvements
  • Installed cost (by region?) of energy improvements
  • Prospective building owners increasingly demand building energy efficiency assessments
  • ASTM publishes its Building Energy Performance and Improvement Evaluation Standard Guide E3224-19
  • E3224-19 establishes a methodology to:
    • Determine a building’s energy performance relative to its peers
      if underperforming
    • Identify measures to achieve parity with its peers

The SRS / EDR Solution

EDR expands the PARCEL Platform to accept building specific data from a PCA consultant and perform all required calculations to create a report in full compliance with ASTM E-3224-19.

The Report, based on data collected a in a pre-acquisition Property Condition Assessment and the data on the PARCEL Platform contains:

  • Weather-normalized building annual energy consumption
  • A Preliminary EPA Energy Star score for the building
  • Building energy consumption compared to that of peer buildings
  • Estimated energy consumption savings needed to achieve parity with peer buildings
  • Potential energy improvement energy improvement measures that may enable the building to achieve parity with peers
  • Probable cost of the measures that may enable the building to achieve parity with peers
  • An estimate of the building valuation increase driven by the projected energy cost savings.
